The old section of Seattle was had a very low elevation and thus experienced problems with flooding and sewer backups. The city raised the street level to effectively raise the elevation of the lowest part of the city. The original buildings are still there and it is possible to walk underneath the new sidewalks at the old street level and view all of the old storefronts.
